Transfrontier Shipment of Waste (TFS)
If you wish to export – or import – waste including recycling, recovery and disposal, you are subject to the Transfrontier Shipment (TFS) of Waste Regulations 2007.
Intended shipments are subject to the controls of written notification and consent procedures of the National TFS Office by submission of applications known as a notification. When the competent authority of destination considers that the notification has been completed correctly, it will send an acknowledgement notice to the notifier and the other competent authorities concerned. Once the notifier receives this acknowledgement shipments may be scheduled.

Registration as a carrier of controlled waste within the UK
To carry waste anywhere within the UK, you must be registered as a waste carrier. Unless you qualify for an exemption, if you want to transport controlled waste in the UK as part of your business or with a view to profit, you need to register as a waste carrier. To move waste within the UK and from Northern Ireland to the UK, certain procedures must be followed. The environmental regulator uses waste transfer notes and consignment notes to track the movement of non-hazardous (green) and hazardous (amber or red) waste to ensure all waste is managed responsibly from where it is produced until it reaches an authorised recovery or disposal facility. If you produce hazardous waste you must keep copies of consignment notes for three years.
