Environmental Liability Risk Assessment (ELRA)
Environmental Liability Risk Assessment (ELRA) considers the risk of unplanned events taking place during the operation of a site that could result in unknown liabilities occurring.
ELRA affects many business operations, for example, it is necessary for waste permit and licence holders to submit an ELRA report to their Local Authority or EPA regulators along with a Closure Plan for their sites.
Included in both the ELRA and Closure Plan are costing for various known and unknown liabilities which may occur as a result of an event at a facility. The extent to which financial provision must be made will relate directly to the Risk Category which operations at the facility qualify under.
The methodology followed by ENVIROCO Management in determining ELRA follows the ELRA guidance from the Environmental Liability Directive 2004, the 2006 EPA Guidance document ‘Environmental Liability Risk Assessment, Residuals Management Plans and Financial Provision’ and other relevant regulations e.g. Waste Management Acts 1996 to 2010, Water Pollution Acts etc.
The finished ELRA report will ensure compliance with the conditions of the permit or licence, and also assist in preventing possible liabilities on-site. This should help reduce insurance cover costs.
